Exhibition showcases next phase of Millbay’s regeneration
The English Cities Fund is now preparing detailed proposals for the next phase of regeneration at Millbay.
Draft proposals have been produced for the area of land known as ‘Plot C1’, at the gateway to the new boulevard, adjacent to the inner basin and opposite both Cargo 2 and Plymouth School of Creative Arts.
The proposals feature a mix of approximately 50 apartments with associated parking, a new hotel and ground floor retail / leisure uses. The proposals are in accordance with the outline planning consent granted by Plymouth City Council in 2015 for the regeneration area as part of the masterplanning process.

Prior to submitting a planning application, a public exhibition is being be held to explain the proposals and to obtain the views of local residents and businesses. This takes place at the Cargo 2 Office, on Millbay Road (opposite the Millbay roundabout), on Friday January 26 2018 between 12noon and 7pm.
Representatives from the fund, the architects and consultant team will be in attendance to answer questions.
The wider Millbay regeneration project is an exciting mix of residential, leisure, business and retail development, with high quality public spaces and direct access to the waterfront. Its lead developer, the English Cities Fund, is a joint venture between Muse Developments, Legal and General and Homes England.
Considerable progress has already been made in delivering the Millbay vision, with over £90 million of a planned £200 million invested in the area. Millbay now has more than 400 new homes, new businesses, the new 1,000-pupil Plymouth School of Creative Arts, the 171-berth King Point Marina and the successful Dock Restaurant, all contributing to an increasingly busy and vibrant local community.
Work got under way in autumn 2017 on the latest phase of development at Millbay – a new 137-home scheme continuing regeneration on the eastern side of the historic former docks, next to and following on from the multi-award-winning Quadrant Quay development.
It was the second significant development to start in Millbay in 2017 following the commencement of a new 80-apartment Abbeyfield Extra Care Scheme.
